the trust信 of之 moving徙 the tree木 In the Qin State, whenever Shang Yang enacted new law, he would add in that anyone who took the tree at the South gate and moved it to the North gate would be rewarded. Then, when someone did just that, he rewarded them as promised. This showed the people they could trust that the laws would be honored.
