先ず隗従り始めよ。When King Zhao of Yan wanted to attract great talent for his court, advisor Guo Wei隗 recommened the king start始 from従 Guo Wei first先 by promoting him. Then, people would notice the kind of great treatment even idiots like Guo Wei got and flock to the king to apply. From the story, this phrase came to mean 'start with whoever spoke first,' and 'start small.'
